The first plenary session of the Strategic Planning Leaders Forum 2019 was devoted to the burning issue of “The ways to overcome challenges in achieving the national strategic goals”. The discussion was held by the Chairman of the Accounts Chamber of Russia Alexei Kudrin and the Minister of Economic Development Maxim Oreshkin.

According to Maxim Oreshkin there is a number of systemic weaknesses, such as the underutilization of supplies and materials, underexpenditures, bureaucracy and delays. Alexei Kudrin said that the strategy should facilitate better management of national programs rather than add unwieldy bureaucratic rigidity as it reduces the autonomy of the regions. Both politicians agree that one cannot only depend on national programs since they will never be a leap forward in terms of economic growth.
