The panel session “The First Five Years of Strategic Planning under the Federal Law № 172-FZ: Remembering the Past” focused on the legal issues of strategic planning for regions and municipalities.

The Director of the Resource Centre for Strategic Planning under Leontief Centre Boris Zhikharevich moderated the session in an interactive way. Leaders at all levels of government were able to comment on the Federal Law № 172-FZ. The participants’ views on the Law turned out to be diametrically opposed – from requests to strategists to strengthen a strategic planning process to proposals to provide space for creativity.

The discussion was attended by: Maiia Danilova, Minister of Economy of the Republic of Sakha (Yakutia); Alexander Ruppel, Ministry of Economy of the Krasnodar Region; Oleg Asmus, General Director of ANO “Сenter for Strategic Research of the Ulyanovsk Region”; Vladimir Sysoev, Deputy Governor of the Tyumen Region; Denis Tyupyshev, Deputy Head of the Department of Macroeconomic Analysis and Forecasting, Ministry of Economic Development of the Russian Federation.
