The expert discussion “Smart Specialization for Regions: How to Define and Move towards It” has been moderated by Dmitrii Zemlyanskii, Chairman of Council for the Study of Productive Forces, Russian Foreign Trade Academy of the Ministry of Economic Development of the Russian Federation.
The discussion was attended by: Aleksey Elin, Director of the Department for Spatial Development Planning, Ministry of Economic Development of the Russian Federation; Sergey Morozov, Governor of the Ulyanovsk Region; Elena Kutukova, Deputy Governor of the Arkhangelsk Region – Head of Representation of the Arkhangelsk Region at the Government of the Russian Federation; Timur Bronitskiy, Director of the Department, Ministry of Science and Higher Education of the Russian Federation, as well as representatives of academic and expert communities.
According to Stepan Zemtsov, Leading Researcher at the Russian Presidential Academy of National Economy and Public Administration, the definition of ‘smart specialization’ for a region is an interactive process which requires inter-regional cooperation. Aleksei Elin said that the Ministry of Economic Development of the Russian Federation jointly with the regions and line agencies had much work to be done in introducing the ‘smart specialization’ approach.
