Three participants in each category advanced to the VI Municipal Strategy Contest 2019 (MSC-2019) Finals. The MSC-2019 Finals will be held on 28 October 2019 at the Strategic Planning Leaders Forum.

The finalists for the first category:

• Pestrechinsky municipal district of the Republic of Tatarstan;
• Oktyabrsky municipal district of the Rostov region;
• Cheremkhovsky municipal district of the Irkutsk Region.

The finalists for the second category:

• Kazatsky rural council of the Yeletsky municipal district of the Lipetsk region;
• Verkhovskoye rural settlement of the Verkhovazhsky municipal district of the Vologda region;
• Kaenlinskoye rural settlement of the Nizhnekamsky municipal district of the Republic of Tatarstan.
