Summary
The strategic session aims to discuss the established practice of strategic planning at all levels of governance from the point of view of various stakeholders, and also develop solutions to adjust the strategic planning system and improve its effectiveness.
Topics to be discussed:
- Aligning medium-term national goals and long-term national priorities.
- What should be the strategic planning system that provides flexibility in decision making and risk response under uncertainty?
- How to reconcile national and regional priorities?
- The relationship between strategy and budget.
- The role of municipalities in strategic planning.
- Do all municipalities need a strategy?
