National projects implemented as a part of the Executive Order No. 204 “On National Goals and Strategic Objectives of the Russian Federation” should, first of all, change the living conditions of Russian citizens. But initially the potential of the territories is different, and the possibility of achieving the same effects for all territories of the country is initially controversial. At the same time, the development of ways for implementing national projects to maximize the effects of socio-economic and spatial development of the territory is a basis condition for their successful implementation.
The effectiveness of localization of national projects in the territory greatly depends on the quality of strategic and territorial planning documents and their demand by local authorities. A number of possible large-scale projects (for example, an increase in housing construction) call for adjustment of long-term development plans and changes in other indicators of socio-economic development.
The implementation of national projects can lead to new leaders in spatial development. Strengthening existing centers of economic growth or redistributing economic potential will depend on the coordinated policy of federal, regional and municipal authorities.
