The First Five Years of Strategic Planning under the Federal Law № 172-FZ: Remembering the Past

Summary

In 2019, five years have elapsed since the adoption of the Federal Law № 172-FZ “On Strategic Planning in the Russian Federation”. The fate of this Law is a reason to discuss once again opportunities and constraints of strategic planning with regard to new technological capabilities. For five years, experience has been gained and best practices established. It is planned to critically examine a number of regional and municipal case studies and discuss proposals for adjusting guidelines and the Federal Law № 172-FZ, taking into account new realities of strategic planning, set by the Presidential Decree No. 204, national goals, national projects and other innovations in governance that have emerged since 2014. The theme of combining socio-economic and spatial strategies will also be addressed.
