Summary
The Presidential Executive Order № 204 of 7 May 2018 “On National Goals and Strategic Objectives of
the Russian Federation through to 2024” set medium-term strategic priorities of national development.
The principles of project management are being introduced nationwide – 13 national projects and 76
federal projects related to 9 national goals have been prepared so far.
Indeed, the implementation of goals is carried out in the federal subjects of Russia – they have
prepared over 4000 regional projects. At the same time, there are still pressing issues which need to be
discussed for better goals’ implementation:
- The Executive Order № 204: What results should be achieved? What has already been done?
- How to increase openness and transparency of public policies to achieve national goals?
What should civil society, academia and business do?
- How to bypass bureaucracy when implementing the Executive Order and achieving the national
goals?
