Since 2019, Russia’s regions have begun to implement national projects in the form of regional projects. Their implementation involves technical and administrative risks, and especially financial ones. Will there be enough financial resources, including intergovernmental transfers, for the regions to implement national projects? Will this again lead to fiscal imbalances in the regions? How to meet the emerging challenges?
