An open discussion among the audience and panelists will be focused on the following issues of applying strategic approaches to urban development:
- the need to develop a tool that will provide the transition from urban planning solutions of the Master Plan to planning solutions specified in planning documents and include both urban planning performance indicators and socio-economic and financial implications of urban development;
- whether such a tool is necessary for balanced territorial development;
- possible mechanisms for developing and implementing this tool.
