Implementing and Monitoring National and Global Sustainable Development Goals: International Experience and Russian Practice

Summary

In 2020, Russia will submit a Voluntary National Review (VNR) on progress towards achieving the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development. Today, SDGs determine the development of all mankind and allow Russia to integrate into global trends and processes, and compare itself with other countries using global monitoring systems.
The Accounts Chamber of Russia is developing a set of measures to monitor national goals and actively working on the implementation of the SDGs monitoring system, paying particular attention to developing an integrated approach and contributing to the achievement of SDG 16, which is focused on building effective, accountable and inclusive institutions at all levels.
Russia’s Federal State Statistics Service (Rosstat) chairs an Inter-Agency Expert Group to provide information and statistical support for monitoring the SDGs. The Group is currently preparing a roadmap to improve Russia’s official statistics, aimed to link national statistics with SDGs indicators.
Key question: How to ensure data reliability and availability of national goals and SDGs monitoring results to all key stakeholders – state and local governments, business, NGOs, residents of the cities and regions of Russia?
How open is the process of preparing a VNR on progress towards achieving the SDGs in Russia? What challenges does it face?
How best international VNR practices, advanced technologies of global and national SDGs monitoring systems are used in Russia, including the main areas of cooperation in the framework of the Baltic 2030 Action Plan for the implementation of the 2030 Agenda in the Baltic Sea Region?
