The topic of developing urban agglomerations in Russia has become an important part of the regional agenda over the past few years. This topic has also become one of the spatial development priorities with the adoption of the Russia’s Spatial Development Strategy until 2025.
Nevertheless, Russia does not have a priori successful examples of urban agglomerations. Urban agglomeration processes are mostly spontaneous and unregulated so far, and the law-enforcement practice in the federal subjects of Russia and municipalities is ambiguous.
There is still a number of unresolved issues concerning urban agglomerations such as legal regulation, the choice of a model for urban agglomeration management and its relationship to local government, a balance between the interests of federal, regional and municipal authorities.
Another pressing issue is further improvement of intermunicicipal cooperation and strategic planning documents for urban agglomerations.
Topics to be discussed:
- Main legislative and regulatory initiatives for urban agglomerations: points of consensus, development crossroads, initial steps;
- The outcomes of law-enforcement practice in developing urban agglomerations in the federal subjects of Russia and municipalities;
- Possible balance between the interests of federal, regional and municipal authorities;
- A priority model for urban agglomeration management and its relationship to improving intermunicicipal cooperation;
- Tools for joint economic activities of municipalities belonging to urban agglomeration;
- The role of the federal subjects of Russia in the development of urban agglomerations;
- The subject of planning and design of urban agglomerations and the need for its legislative consolidation: between territorial and strategic planning;
- Relevant regulatory measures for implementing infrastructure development projects for urban agglomerations, including investment projects;
- The participation of citizens and their associations in urban agglomeration management.
