In the five years since the adoption of the Federal Law № 172-FZ “On Strategic Planning in the Russian Federation”, almost all regions have developed a system of strategic planning documents centered around the strategy for socio-economic development. Now the first results have come in, and there is an opportunity to assess the effectiveness of the adopted documents. National goals and targets set up by the Presidential Decree № 204 is a reason to revise regional development strategies and search for new approaches and formats. The strategy should not be simply a declaration of intent, but a document identifying specific actions in strategic areas. This is the principle laid down in the updated Leningrad Region Strategy. Taking the Leningrad Region Strategy as an example, participants will discuss the following topics:
1. Which Strategy do the regions need: overall one or the strategy primarily focused on key areas of concern?
2. How should national projects be integrated into the region’s Strategy? Should regional development priorities be linked to national goals and targets or national projects are a separate strategic development tool?
3. How to manage the Strategy process?
