Universities in developed countries have become the main drivers of urban, regional and even national development due to the concentration of human capital and R&D infrastructure, high reputation in the financial market and their close involvement in the implementation of urban development projects. Understanding the universities’ importance, local and regional authorities create special conditions for their development and implement projects to expand campuses.
To develop innovations in universities 15 world-class research and education centers (RECs) are to be established from 2019 to 2024 within the framework of the ‘Science’ national project. The establishment of RECs is associated with a high degree of uncertainty both in terms of interaction mechanisms between their participants, as well as between RECs and host territories. Implementing this requires joint efforts of government, higher education and research institutions, business, as well as joint efforts of various Russian stakeholders to be competitive in the foreign market.

- How will the national projects ‘Science’ and ‘Education’ affect cities and regions?
- Foreign students: which universities will they choose to study and how will they contribute to urban and regional development?
- Do RECs guarantee the innovative specialization of the territory?
- World’s top universities / world cities: how to provide synchronous leadership on the maps?
- Is it possible to bring together business, higher education institutions and regional governments to develop the innovative specialization?
